In a bid to strengthen services to Tanzania?s agriculture sector, the Private Agricultural Sector Support Trust (PASS) has introduced new products to stimulate smooth growth of the sector.

The new development was announced yesterday in Dar es Salaam by PASS managing director Iddy Lujina during a seminar to introduce them to banking institutions that the organisation was all out to see the sector enjoy an upper hand in contributing to the country?s national economy.

He named the products as lender?s option guarantee (portfolio guarantee); linkage banking guarantee (institutional guarantee); modified traditional guarantee (indemnity fund) and fixed equity hire purchase product.

?All these new and revised products focus on PASS?s goal, which is to stimulate investments and growth of private commercial farming and agribusiness,? Lujina told reporters.

He said under the lender?s option guarantee, the lender will decide whether or not to guarantee loans to their borrowers based on predetermined guarantee criteria and a guarantee product policy contractually agreed with PASS.

According to the MD, the linkage banking guarantee product will guarantee loans from highly liquid institutions, including large banks and pension funds, to prequalified rural financial institutions to be used only for loanable funds supporting those institutions? agribusiness portfolios.

?Fixed equity hire purchase product is a meaningful departure from PASS?s traditional way of doing business, but maintains our vision and mission. It is a method for us to take an equity stake in a medium- to large-scale agribusiness by providing that business access to critical fixed assets without obligating that business to a commercial lender,? he said.

A PASS consultant from Inspired International Richard Pelrine said although PASS had been performing well in recent years, the challenge has been to have an effective mechanism to multiply funds to many people.

?We want to have greater access,? he said, adding that it was his hope that the new products will double or triple the number of current 600 PASS beneficiaries in three years to come.

He said his experience showed that such products brought tremendous positive developments in other African countries such as Uganda and Ethiopia.

A representative from CRDB Bank, Musa Lwila, hailed the products, saying they will help many people and interested groups benefit from PASS funds.

So far, PASS offers business development services; strengthens farmers? organizations and financial services.

It collaborates with seven banks, but plans are underway to partner with more banks.

PASS has active branches in Morogoro, Dar es Salaam, Mbeya and Mwanza regions. It plans to open a branch in Kilimanjaro and Mtwara regions later this year to cover all zones of the country.

?Over 35,000 farmers have been supported by PASS and have obtained loans to the tune of 95b/-,? said Lujina.

PASS?s target is to assist farmers and agribusiness in general to access loans to the tune of 200b/- in the next three years in areas of crop and livestock production, agro inputs supply, crop trading, rural transport, irrigation, agro-processing, and improved storage and warehousing.

Over 15 representatives from banking institutions attended the seminar.

Activists: Dozens killed as Syria targets civilians

Syrian government forces killed more than 60 people on Tuesday in assaults on villages and an artillery barrage in the restive city of Homs, activists said.

Activists said at least 30 people died in the bombardment of the Baba Amro neighborhood of Homs city, and at least 33 were killed when forces trying to crush opposition to President Bashar Assad stormed villages in northern Idlib province. At least two of those killed in Homs were children, activists said.

In Damascus, security forces opened fire on demonstrators overnight, wounding at least four, activists said. Violence has hit the capital over the past week, undermining Assad's assertion that the 11-month-old uprising against his rule is limited to the provinces and the work of saboteurs.

Activist accounts of the violence could not be confirmed. The government bars most foreign journalists from Syria.

BBC News reported that opposition groups had noticed that the military was building up its strength near Homs, apparently to prepare for a ground assault that human rights activists fear could become a massacre.

An activist in al-Qusair, about 20 miles southwest of Homs and close to the Lebanese border, said five people were killed and eight wounded when the northern part of the town came under heavy fire from army mortars and T-72 tanks.

"People in that area are hiding in their homes, they can't leave. Others are resisting. Those who are farther away are fleeing the town. Some people are so scared they're trying to leave anyway even if they are close to the fire," Abu Ansa told Reuters by telephone.

The Geneva-based International Committee of the Red Cross, the only international organization deploying aid workers in Syria, said on Monday it was in talks with the authorities and opposition fighters for a cease-fire to bring aid to civilians.

Diplomatic sources said the ICRC was seeking two-hour cease-fires in places such as Homs, where residents are running out of food, water and medicine.

Meanwhile, Western powers and the Arab League are preparing for a meeting of the "Friends of Syria" contact group in Tunisia on Friday to pressure Assad to step down, while Russia and China backed Assad's own program for reforms.

Russia said it would not attend the meeting because the Syrian government would not be represented. The Russian Foreign Ministry suggested the United Nations Security Council should send a special humanitarian envoy to Syria.

U.S. Secretary of State Hillary Clinton said the Friends of Syria meeting would show that his government was increasingly isolated and offer support for "the brave Syrian people."

"We'll send a clear message to Russia, China and others who are still unsure about how to handle the increasing violence but are up until now unfortunately making the wrong choices," Clinton said in Mexico at a meeting of the G20 world powers.

The streets of Lisbon, the capital, were deserted and eerily quiet Tuesday, resembling a typical Sunday morning. Offices stood empty and banks were shuttered. Well over half of workers stayed home, local media estimated.

Instead, tens thousands of people, many dressed in colorful handmade costumes and men often in drag, were expected later to attend traditional street parades around the country featuring elaborate floats, loud Brazilian samba music and dancing.

The mild, sunny winter day was apparently just the ticket for the austerity blues.

Nationwide, the government's attempt to make people work more by scrapping the traditional Fat Tuesday holiday flopped as most companies and many public services shut down.

The spontaneous choice of revelry over austerity ? imposed last year in return for a euro78 billion ($103 billion) international bailout Portugal needed to avoid bankruptcy ? came at a particularly embarrassing moment for the government. "Carnival is about getting rid of your sadness, letting your hair down," she said during her lunch break, calling scrapping the holiday "a lack of respect for working people."

Local television stations showed some civil servants going to work in outrageous wigs, masks and outsize glasses.

Others, however, agreed with the government's plea for people to knuckle down and beat the financial crisis by working more.

"We have to work for the good of the country," said Manuel Agostinho, an unemployed 54-year-old. "It's no laughing matter."

Portugal sunk into a double-dip recession last year, and the government forecasts the economy will shrink a further 3 percent this year. Unemployment is at a record 14 percent. Portugal's debt load and feeble growth over the past decade have contributed to Europe's financial woes, prompting its eurozone partners to grant it a financial rescue package last year.

Prime Minister Pedro Passos Coelho refused to grant the usual day off for Carnival, which is not an official public holiday. But the last time a government refused to recognize Fat Tuesday as a holiday was during the 1993 economic crisis.

The prime minister said he hoped people would understand the need for sacrifices.

"This isn't a normal year, it's an important year of national emergency," Passos Coelho said at the time. "(I hope) the Portuguese understand that this is no time to be talking about tradition, it's about finding out who wants to beat this crisis and who wants to cling to old traditions."

The government made no comment Tuesday about the public's rejection of its appeal.

Although unions have staged strikes and protests against the tax hikes and pay cuts, the Portuguese have largely accepted the austerity program with resignation, exhibiting none of the street violence that has wracked Greece.

While Carnival in Portugal doesn't match the glamor and all-night revelry seen in Brazil, it is tremendously popular with children and adults alike. Many rural towns and villages observe centuries-old traditions, some of them pagan, many of them comical, vulgar and satirical.

With local authorities who organize street parades feeling the economic crunch, festivities this year were scaled back. Brazilian soap opera stars are often invited to be kings and queens of Portuguese carnivals but this year the VIP guests were mostly national celebrities.

Alcohol abuse and dependence are common problems in the United States due to a number of factors, two of which may be social drinking by college students and young adults, and risk taking that may lead to heavier drinking later in life. A study of the neural underpinnings of risk-taking in young, non-dependent social drinkers has found that the caudate nucleus and frontal cortex regions of the brain show less activation in people who drink more heavily.

Results will be published in the May 2012 issue of Alcoholism: Clinical & Experimental Research and are currently available at Early View.

"Most problem drinkers in the U.S. are young adults, with men about three times as likely to be engaged in problem drinking compared to women," said Chiang-shan R. Li, associate professor of psychiatry and neurobiology at Yale University School of Medicine as well as corresponding author for the study.

Li explained that a number of psychological and cognitive processes are known to influence drinking behaviors. "Risk taking is one such process," he said. "Risk taking can be examined in many different ways. In this study, we sought to identify the pattern of brain activations during risking taking and examine whether this pattern of activations is different in people who drink more/more frequently. That is, we explored whether there is a neural marker of risk taking that may be associated with heavier drinking in non-dependent young adult drinkers."

Li and his colleagues examined two groups of college-based social drinkers ? 20 young adults (11 women, 9 men) who consumed high levels of alcohol, defined as number of drinks per month, and 21 demographically matched drinkers (15 women, 6 men) with low to moderate alcohol use ? during a functional magnetic resonance imaging study of the stop signal task. Comparing the results recorded during risk taking (equivalent to speeding) with those of risk aversion (equivalent to slowing), study authors were able to analyze the neural correlates of risk taking.

"Along with our earlier work, we identified a number of key structures in the brain that respond to risk taking during the behavioral task," said Li. "We found that the caudate nucleus and frontal cortex, which are inter-connected anatomically, show less activation in people who drink more heavily."

These two brain structures typically demonstrate greater activity whenever individuals encounter a significantly risky situation, explained Li. "Yet people who are engaged in heavier drinking show less activation in these structures, presumably because taking a risk is less salient for them," he said. "These results thus confirm the importance of risk taking as a psychological process that is associated with alcohol use. It also shows that the caudate nucleus and frontal cortex are playing an important role in mediating this association."

The study also found this association was stronger in women than in men, and significantly correlated with the women's frequency of drinking. "This result suggests that risk-taking as a psychological factor may be more directly related to how often women drink compared to men," said Li.

Li pointed out that study participants were typical social drinkers. "On average, they drank about five times per month, with two to three drinks per occasion, so these are really average social drinkers," he said. "Our findings may suggest that even people who are engaged in average drinking are probably more risk prone than those who do not drink at all. While risk taking can be important in many endeavors it also comes with some consequences that we want to avoid."

Li plans to continue examining other neural correlates of non-dependent drinking. "We are investigating how expectations of positive alcohol effects might be related to drinking behaviors, and what cerebral structures are mediating this influence," he said. "We will use a number of different imaging techniques to examine this."
