(AP) ? Mitt Romney has won The Washington Times/CPAC Presidential Straw Poll of conservative activists.

The former Massachusetts governor is favored as the Republican presidential nominee by 38 percent of the 3,408 respondents. Rivals Rick Santorum drew 31 percent, and Newt Gingrich was favored by 15 percent. All three candidates addressed the Conservative Political Action Conference in Washington on Friday.

Romney had encouraged students to attend the convention, and 44 percent of them participated in the poll.

Texas Rep. Ron Paul had 12 percent. He won the straw poll in the previous two years. Paul did not attend the conference to campaign in Maine.

GOP pollster Tony Fabrizio said the poll was held online for the first time this year and produced the second highest turnout in the conference's history.

Nearly 1 in 20 US adults over 50 have fake knees (AP)

CHICAGO ? Nearly 1 in 20 Americans older than 50 have artificial knees, or more than 4 million people, according to the first national estimate showing how common these replacement joints have become in an aging population.

Doctors know the number of knee replacement operations has surged in the past decade, especially in baby boomers. But until now, there was no good fix on the total number of people living with them.

The estimate is important because it shows that a big segment of the population might need future knee-related care, said Dr. Daniel Berry, president of the American Academy of Orthopedic Surgeons and chairman of orthopedic surgery at the Mayo Clinic in Rochester, Minn. He was not involved in the research.

People with knee replacements sometimes develop knee infections or scar tissue that require additional treatment. But also, even artificial knees wear out, so as the operations are increasingly done on younger people, many will live long enough to almost certainly need a second or even third knee replacement.

The new estimate comes in an analysis being presented Friday at the academy's annual meeting in San Francisco.

"These data are sobering because we didn't know what an army of people we've created over the last decade," said Elena Losina, lead author of the analysis and co-director of the Orthopedics and Arthritis Center for Outcomes Research at Harvard's Brigham and Women's Hospital. "The numbers will only increase, based on current trends."

Replacement joints can greatly improve quality of life for people with worn-out knees, but they're not risk-free and it's a major operation that people should not take lightly, she said.

Modern knee replacements in the United States date back to the 1970s. Since then, advances in materials and techniques, including imaging scans to create better-fitting joints, have made the implants more durable and lifelike, surgeons say.

Losina and colleagues came up with their estimate by analyzing national data on the number of knee replacements done from 1998-2009, U.S. census data, death statistics and national health surveys.

For example, in 2009, more than 600,000 knee replacement operations were done nationwide. The study estimate includes people who had knee replacement operations that year and in previous years who are still living.

Overall, 4.5 million Americans are living with artificial knees. That includes an estimated 500,000 who have had at least two replacement operations on the same knee.

Knee replacements are most common in people older than 80 ? 1 in 10 people in this age range have them, the study found. Though they're less prevalent in people younger than that, there are still more than half a million Americans in their 50s with the artificial joints, and based on current trends, operations in that age group are expected to increase.

According to the federal Agency for Healthcare Research and Quality, knee replacements tripled in people ages 45 to 64 between 1997 and 2009.

Doctors think two trends have contributed to that increase: the nation's obesity epidemic and amateur athletes who don't adjust workouts to spare aging or even injured joints. Both can lead to or worsen arthritis, the main reason for replacing knees.

Donna Brent, 63, is in the latter category. The Deerfield, Ill., administrative assistant says decades of racket ball, tennis, softball and other sports took a toll on her knees, but she got used to living with the pain, even when she became bowlegged and developed a limp. When pain "started getting in the way of some of my sports," she gave in to her doctor's advice and had the operation last June on her right knee. She said she feels better than ever, is back to exercising and plans to resume tennis and softball when the weather warms up.

During knee replacement operations, surgeons slice off a small portion of the worn-out surface on the ends of both leg bones that meet at the knee, then implant an artificial joint usually made of plastic or metal. Typical operations last about two hours, require a few days in the hospital, and cost roughly $40,000.

Artificial knees generally last 15 to 20 years. While some are promoted as lasting 30 years, these estimates are generally based on use among older people more sedentary than baby boomers who expect new knees to let them be as active as they were before surgery. Sometimes that's possible, though doctors often discourage knee replacement patients from engaging in high-impact sports including jogging.

The National Institute of Arthritis, Musculoskeletal and Skin Diseases paid for the study.

The Middle Spoon hits the sweet spot | Restaurant Reviews | Halifax ...

When my girlfriends and I arrive at The Middle Spoon on a Saturday night in February, the bitter cold has pierced through my coat and I'm tempted to order a coffee to warm up. But then I look at the cocktail menu and swiftly come to my senses.

It's 10pm. Several tables are full, but we manage to score three seats at the bar. These seats really are the best ones--- watching the staff craft the bar's creative cocktails is almost like a dinner theatre. The space is filled with intimate, cluster-styled seating---appropriate since desserts are often shared. Striking light fixtures, mirrors and large pieces of artwork act as focal points against the red and silvery-mauve walls. The leather furniture adds a touch of sex appeal.

As we pore over the cocktail list, we're overwhelmed---not only by the selection of sweet and savoury drinks, but also the variety of ingredients that go into each one. We ask the bartender his favourites and each choose one of his suggestions.

My gals order the Ur Welcome; a mix of Irish whiskey, sake, fresh citrus juice and lemon and basil syrup ($9.75) and For The Troops; made with tequila, honey bourbon, fresh juices, agave and black peppercorn syrup and egg white. I get the Kentucky Sour: honey bourbon, fresh citrus juices, lemon and basil syrup, egg white and allspice. With each mouthful, I can taste each ingredient. We groan as we try each others' tipples.

When we make a decision on the evening's sweets, my friends order the apple Bavarian tart ($9.99) and the carrot cake with cream cheese frosting ($7.99). I decide on a contrasting flavour to their spicy options and choose the Lemon Pavlova ($8.50).

It's time for another round. My friends settle on cocktails called iPatch ($9) and MSG ($9.75). I can't resist a drink called Silver Fox ($9.50).

When the desserts arrive, we practically squeal with delight. The carrot cake is sandwiched between layers of the best cream cheese frosting I've ever had---inherently simple, with minimal sweetness---making it an excellent match to the moist, spicy cake. The apple Bavarian tart is described on the menu as tasting "like apple pie and cheese cake had a delicious baby." And so it is. The lovely buttery crust holds a tangy cream cheese mixture, topped with thin pieces of apple and dusted with cinnamon. My friend---who lacks the proverbial sweet tooth---defends the last bite with her fork.

The lemon curd-filled meringue is topped with raspberries and served with a spoonful of raspberry coulis. If you're a lemon lover, this one's for you. The pure, zingy curd is nestled within a crisp, feather-light meringue. I crack off a piece of meringue and use it as a spoon to scoop up a mouthful of curd.

We're happy with our desserts, but we all long for a savoury item on the menu. At that very moment, I spy a jar of nuts and my curiosity is rewarded when a dainty glass of complimentary spiced rosemary nuts arrives in front of us.

There is a great selection of chocolatey, spicy and fruity options for both desserts and cocktails at The Middle Spoon. For a special occasion---like a Valentine's date---or just to curb your sugar craving, there is a dessert for every taste. The drink prices are somewhat steep, but they're appropriately priced considering the preparation required to craft each one. Cocktails or pie? Whichever way you slice it---if you like sweets, this place is sure to hit the spot.

As Twitter becomes a dominant news source for millions of people, a new formula can predict a news story's popularity on the microblogging service.

This is a blog post about the sexy social media technology Twitter. It mentions Justin Bieber. You'll want to tweet it. At least, my editors hope you do. My job might depend on it.?

The Internet and social media have altered the face of journalism. Few media companies can survive selling ads in traditional newspapers and magazines that readers will see as they flip pages in search of content that tickles their fancy.?

Online, which is where most of us get our news today, millions of readers click links on Twitter to go straight to the content they want. That means the specific article must sell the ad. In turn, the dollar (or cent) value of a story is measured in the eyeballs it attracts.

Thus, in order for a media outlet to make a buck in this new world of journalism, editors and journalists must fine tune their story selection and writing style to maximize its spread on Twitter. Social media researchers at Hewlett Packard have developed an algorithm that does just that.

"In principle, there is a formula, an algorithm, that you can apply to any news story you write [to maximize your exposure] on social media," Bernardo Huberman, a senior fellow and director of the social computing lab at Hewlett Packard in Palo Alto, Calif., told me Wednesday.

The formula is a mixture of three main characteristics: its source, subject matter and the popularity of the people mentioned. It predicts how many tweets a story will get with 84 percent accuracy.

Huberman and his team created the formula after examining data on story content from the news aggregator Feedzilla during a week in August 2011 and studying how these stories spread on Twitter. Interestingly, they note, the level of subjectivity in an article isn't a big factor in its popularity.

The most popular stories are those published by technology news sites, about gadgets and social media, and include gossip about well-known celebrities. By this reasoning, a scandal involving an iPhone and Justin Bieber posted on Mashable would do exceptionally well.

The bias toward technology-related stories and sources, Huberman notes, may be because people who use Twitter "are very, very keen on technology."

Overall, the formula matches what editors and journalists already intuitively know: Sex and scandals sell, especially scandals that involve somebody with name recognition. What surprised Huberman was the degree to which all of this is predictable by a computer.

This predictability could lead to a software program loaded on journalists' computers that examines every story they write and tells them how well it will perform on Twitter. It could also recommend ways to improve a story's Twitter score.

One of the concerns is that "if everyone starts using this algorithm, all news stories will start looking the same," Huberman said. Even more troubling is "stories that might be important but don't have these characteristics will drown. No one will notice them. That's sad."

But it is also possible that journalists can use the formula to jazz up a story that would likely drown by highlighting or incorporating elements known to make it a Twitter success.?

An argument can be made that the role of journalism isn't about success on social media. Huberman, for one, agrees with that sentiment. But he is interested in what he calls social attention ? how to get people to pay attention to whatever you want them to pay attention to.

"The success of a story, whatever the story is, depends on being attended to by people to read it and pass it on," he said. "You can have the most incredible thing in life, a story, or something to buy or sell, but if nobody notices it, you might not be able to do anything with it."

US finds democracy a tougher sell abroad

Michael McFaul was in the second day of his new job as U.S. ambassador to Russia last month when Russian state television charged he was on a mission to stir up revolution.

The evidence? Among the reasons cited was McFaul's work in Russia in 1992 for the National Democratic Institute (NDI), a U.S. pro-democracy organization the Russian television commentator alleged was "close" to U.S. intelligence agencies.

In another part of the world, Egypt recently took its long-term hostility to the NDI and other U.S. government-funded democracy-building groups to a whole new level.

Egyptian authorities raided the groups' offices and placed travel bans on at least 19 U.S. citizens. The cases have been referred to criminal court.

For decades, U.S. organizations like the NDI, the International Republican Institute and Freedom House have promoted democracy and human rights around the world, from Russia and other former Soviet states to the nations swept by the "Arab spring" upheavals of the past year.

But some of their activities, such as monitoring elections and helping to develop political parties, are not universally appreciated in host countries. In nations where the transition to democracy is incomplete, the welcome mat can be quite small.

Governments in places like Egypt, which is still run by military rulers, and Russia, which has been dominated by Prime Minister Vladimir Putin for over a decade, often see democracy-building activities as a threat to their grip on power.

"Authoritarian regimes don't like sharing power with their people ? and they look for any excuse to distract from their problems at home," said Brian Katulis, a senior fellow at the Center for American Progress think tank who worked for NDI in the West Bank, Gaza and Cairo from 1995 to 1998.

U.S. once 'relatively trusted'
And the 2003 U.S. invasion of Iraq, which sparked deadly sectarian warfare and messy American attempts to build an Iraqi democracy, sparked a decline in global trust in U.S. pro-democracy efforts, experts said.

"In the best circumstances ? think sub-Saharan Africa ? the U.S. used to be relatively trusted for its far-sighted engagement on all three development fronts: economics, politics and security," said Paul O'Brien, vice president of policy and advocacy at Oxfam America, an international relief organization.

"As our overall global development agenda has become more short-term and politicized to achieve narrower national interests ? think Iraq and Afghanistan ? our pro-democracy agenda is less trusted too," he said.

Some critics of U.S. democracy-building groups say hostility can extend beyond autocrats to average people who don't want foreigners telling them how to run their lives.

"Egyptians have always been suspicious of outsiders meddling. In Egypt, such meddling is called the 'invisible hand' or 'foreign fingers'," said Paul Sullivan, a professor and Middle East expert at Georgetown University.

"Any organization that is there to work on the development of voting and political parties is leaving itself open to those suspicions and considerable risk ? and not just from the courts and the police," Sullivan said.

NDI denies meddling
NDI president Ken Wollack denies his organization is meddling, or trying to foment revolution or regime change in any country.

"We don't support revolution" he said. NDI's programs have always been intended "to support a democratic elections process that reflected the will of the people."

"People can claim that it's meddling, but it's based on certain fundamental principles," he said, including a universal declaration of human rights adopted by the United Nations.

In Egypt, he said, "Obviously it's a delicate time, but I think that we're hoping that through this challenging period that it ultimately will lead to a constructive dialogue between the authorities and groups like ours."

"These (pro-democracy) organizations do not dictate what kind of leadership, or what kind of elections or the results of the elections," said Senator John McCain, chairman of the board of IRI.

"But they help with voter registration, with campaigning, with constitutions, with all the things that are the fundamentals of democracy," McCain said in a Senate hallway.

Since their founding under President Ronald Reagan, the NDI and IRI have worked in more than 100 countries around the world. They have loose ties with the two major American political parties, but are not funded by them. Freedom House is older, dating back to the 1940s.

The groups are known as "non-governmental organizations," but get most of their funding from the U.S. government, largely from the State Department and the U.S. Agency for International Development.

Iraq war effect
The government funding has sometimes fueled the charge that they are an arm of the U.S. government, or stooges of its intelligence agencies.

Starting around 2005, a backlash emerged in some countries, especially Russia, but also in Central Asia, China and parts of Africa and Latin America, said Thomas Carothers, a leading authority on democracy promotion at the Carnegie Endowment for International Peace.

"The backlash seems to have been at least in part a response to a new harsher perception of democracy promotion due to its close association with the war in Iraq," Carothers said.

He cited former President George W. Bush saying the Iraq war "was all about democracy promotion ? as well as the belief by some governments that the 'color' revolutions in Georgia and Ukraine were caused by U.S. assistance to political and civic actors in those countries," he said.

However, he added, the U.S. efforts in Georgia and Ukraine "were at most a modest helping hand to domestic political actors who did the hard work and took the risks themselves." Political tumult in Georgia and Ukraine in the last decade became known as the "Rose" and "Orange" revolutions, respectively.

The U.S. confrontation with Egypt over its treatment of pro-democracy groups is threatening longstanding U.S. ties with that country.

'Slap in the face'
U.S. military aid to Egypt, about $1.3 billion annually in recent years, is in jeopardy, Congress and the Obama administration say.

Lawmakers are furious with the Egyptians; Senator John Kerry called the idea that Americans would be prosecuted there a "slap in the face."

A solution has not yet been found. But in the longer term, after the crisis with Egypt, the United States may want to re-examine how it funds pro-democracy groups, perhaps channeling more money to local ones in the countries concerned, suggested Julie Taylor, a political scientist focusing on Middle East at Rand Corporation.

"Egypt has its own civil society and human rights organizations that are very effective and they work on these same issues and they have greater legitimacy than the U.S. organizations. The presence of U.S. organizations ends up undermining the activities and security of domestic human rights and democracy promotion organizations in Egypt," she said.

Carothers said U.S. pro-democracy groups can alleviate some of the concern in host countries by being as transparent as possible about their work and by being nonpartisan when they work with political parties competing in an electoral process.

"But given the inherent tensions between an authoritarian or semi-authoritarian government and the goals of outside democracy supporters, there will likely continue to be conflicts over such work," he said.
